Reducing Utility Costs and Compliance Risk Without Costly Infrastructure Overhauls

When EN-POWER GROUP began working with Queensview, the cooperative was facing rising natural gas and electricity costs driven by aging infrastructure, limited controls, and inefficient system operation. The introduction of Local Law 97 in 2019 added further compliance pressure, yet large-scale electrification or full system replacement was not financially viable within the building’s capital plan. 

Through a long-standing partnership spanning more than a decade, EN-POWER GROUP conducted compliance and feasibility studies supported by on-site investigation and detailed utility analysis. Electrification pathways were evaluated alongside more traditional efficiency strategies, but financial modeling confirmed that full electrification would impose greater capital burden than the penalties it sought to avoid. The resulting strategy focused on maximizing performance of existing infrastructure while aligning with long-term capital planning. 

Implementation prioritized execution. A campus-wide Real-Time Energy Management (RTEM) system integrated heating controls, in-unit temperature sensors, zone control valves, and natural gas monitoring, allowing steam boilers to modulate output based on real-time in-unit conditions. This reduced overheating, stabilized indoor temperatures, and lowered gas consumption while enabling monitoring of ventilation, laundry, and other common-area systems. 

Common-area LED lighting upgrades and residential submetering were implemented as required components of Local Law 88 compliance, while also improving Local Law 97 performance. EN-POWER GROUP coordinated submetering system selection and secured regulatory approval through the New York State Public Service Commission. 

To strengthen project economics, EN-POWER GROUP secured more than $700,000 in finalized incentive funding through state and utility programs, with an additional $500,000 pending.
